Did you know, for instance, that the Army decided to outsource a lot of facilities management tasks, a move that, according to a memo written by Garrison Commander Peter Garibaldi, led to protest from and an exodus of qualified personnel? The Army went ahead anyway, and awarded a five-year, $120 million contract to IAP Worldwide Services, a company run by Al Neffgen, a former executive at, wait for it, Halliburton.
